We’ve reached an understanding with Gov’t re. #planning & we’re discussing with colleagues.

We need a community-led, #green & regenerative system.

Those who’ve campaigned against bad development have too often been smeared as being #NIMBYs. In my book, they're local patriots. 🇬🇧

We also know #community groups, on the #IsleofWight and across the #UK, have despaired at top-down targets.

2/17
We (Theresa Villiers & I) agree. So, we:
a) built an alliance of Tory MPs
b) put down amendments
c) negotiated intensively with @michaelgove, @luhc & others to evolve language & ideas in the flagship Levelling Up and Regeneration Bill (#LURB).

We’ve agreed the following:

3/17
1. Targets remain, but they are “advisory,” a “starting point” & “a guide that is not mandatory.” Targets will be more constrained by density & area's existing character, preventing suburbs feeling like they’re being turned into cities and rural areas into suburbs.
🏙️➡️🏞️❌

4/17
2. The power of planning inspectors’ changes, amounting to “a rebalancing of the relationship” between them & local councils. They’ll take a more “reasonable” & “pragmatic” approach to local plans to “take account of the concerns of the local community.”

5/17
3. We’ve agreed, with some exceptions, to end the pernicious five-year land supply, a corrupting rule which means that land must be available to feed #housing supply - regardless of whether developers fulfil their responsibility to build. ✅❌

6/17
4. The Gov’t will review their processes for prioritising #brownfieldland, including derelict sites & former-industrial land. More housing will aim to revive communities in Midlands & North; no point talking regeneration if development is focused on the south & suburbs.🏚️

7/17
5. Cities can’t palm-off their housing to other areas. ✋❌Outside London, we have some of the lowest density cities in the world. We agree with @michaelgove that we need to gently densify cities to take pressure off of suburbs & rural areas. ✅

8/17
6. There’s also a review to do more to convert empty spaces above shops into homes & (as Gov’t confirmed) a review to use compulsory purchase powers to force the sale of long-term vacant or derelict buildings. We need more of a ‘use it or lose it’ attitude.🏚️

9/17
7. The agreement confirms powers to increase the % of affordable homes. In counties like the #IsleofWight, where second homes are common but affordable-housing scarce, we’ll be able to prioritise our local young people. This means a lot to MPs like me.

10/17
8. Additionally, the Gov’t has committed – for the first time - to a character test for developers. This is an important (first) step to drive cowboys from the housing market. Financial penalties will apply to those who don’t develop. 🤠❌

11/17
So, we have bigger carrots & sharper sticks.🥕🪵

12/17
This is only the start. We will do more to help communities under pressure & change attitudes towards planning. These reforms create an expectation that Gov’t will deliver; Theresa & I will do everything we can to help Gov’t #LevelUp the UK.

13/17
This is a decent start, it’s also proof of a party working together & bodes well for @RishiSunak leadership. 👍 But there needs to be delivery of the substance of what’s been promised.

14/17
Listening to our communities, we’ve shaped an agenda that, simply put, is more conservative, in line with our communities’ wishes. For this reason, we will now withdraw the dozen+ #LURB amendments in Theresa’s name.

15/17
Many of these new ideas will be in policy documents by the end of this month. The effect will start in the New Year & will bring in a better system soon.

16/17
Finally, thank you to all who’ve fought bad #development over the years. We hope councils, Cllrs & communities across Britain will find, in our new approach, a decent #Xmas present in the battle for better planning. 🎁 After all, you’re not NIMBYS, you’re local patriots.

➡️Zelensky’s address to the @UKParliament was a remarkable & rare moment in our political life & justified given the determination and resilience of Ukrainians. 1/10
@UKParliament He spoke #Ukrainian, not his first language of Russian. He called Russians ‘occupants’ & deplored terror brought by their bombs: on schools, even on the monument at Babi Yar, where thousands of Jews were murdered (Zelensky is a Russian-speaking Jew). ‘Terror against all’. 2/10
@UKParliament His words were designed to echo Churchill’s WWII words, fighting in the forests, fields and beaches. He quoted Shakespeare. For Ukraine, this is a war of survival. 3/10

I agree, but this is happening because a) deterrence has failed and b) there’s been too little of it.

German gas dependency has financed Russian re-arming and the City sadly has, on the fringes, helped facilitate it.

#Ukraine #Russia

➡️

If Ukraine had been too bitter a pill for Russia to swallow then this would not be happening.

We should have stopped talking re #NATO membership, which enrages Putin, but quietly armed and trained Kiev - to a greater scale than we did.

2/7
➡️

Anti-armour has got to Kiev too late, and they lack anti-air kit.

Sadly, invasion much more likely as a result.

1/5 Around 3,500 to 4,000 #IsleofWight residents have already received their first vaccination. It is hoped that by the end of next week this will rise to nearer 10,000. This is great news but we to do more and fast @MattHancock
2/5 Each #IOW vaccination site has received 975 doses of the Pfizer vaccine so far. Very soon they will all receive another 975 doses plus 400 doses of the Oxford vaccine and 75 doses of Pfizer for care homes. After that only the Oxford vaccine will be administered here.
3/5 A large vaccination site - at the Riverside Centre - should be ready to deliver 500 vaccinations a day by the middle of the month but may not get the vaccine until 25 January.

1/5 I’ve written to @MattHancock asking for the #IsleofWight to be treated as a priority area to speed up the #Covid19 vaccination process. It is a race against time to get the most vulnerable vaccinated. #iwnews #IOW
2/5 The @IWPublicHealth team is doing a great job at getting the vaccine to those who need it, but I want the Government to do more.
3/5 We have a slighter older population on the #IOW so we are more vulnerable than some other areas, and mainland hospitals are already under pressure.

With @councillordave1 (@iwight), I have submitted a detailed response about cross-Solent connectivity to a major, independent review of transport infrastructure.

We've highlighted the “uniquely disadvantageous” position the #IsleofWight faces, compared to other UK islands.

1/9
As we outline in our submission, the intervention we secured for the pandemic (legislation.gov.uk/uksi/2020/370/… & gov.uk/government/new…) was a "watershed moment".

We should not return to the "old normal" of our connectivity being entirely at the discretion of private companies.

2/9
Our concern relates to the structure of cross-Solent connectivity.

We know the local management of the operators (@wightlinkferry, @RedFunnelFerry & @HovertravelLtd) are focused on serving the Island's needs as best they can, and we thank them - esp. during the pandemic.

#GlobalBritain. 20 policy ideas from our report Global Britain: A 21st Century Vision:
1/20 The UK should base its global strategy on three Global Campaigns:
1. Freedom for Trade
2. Freedom from oppression
3. Freedom of Thought
#GlobalBritain @james_rogers @HJS_Org
2/20 Britain should establish a National Strategy Council to develop a global grand strategy and drive cross-government integration. This new national Strategy Council should evolve out of the existing National Security Council.
#GlobalBritain @james_rogers @HJS_Org
3/20 Every decade, the new national Strategy Council should lead a National Global Strategy Review. This should be needs-driven, not cost-driven, and encompass future Strategic defence and Security Reviews.
