Did you see these lines: The inclination to challenge Soviet disinformation declined over the 1960s until, by 1975, there was no organized, overt effort to expose Soviet disinformation at all.... 
And for those still believing Fulbright was a champion of public diplomacy, consider: in '72 he successfully amended Smith-Mundt to prevent ALL access to USIA material (leading to recharacterizing S-M as "anti- USG propaganda"), he also req'd USIA to be reauthorized ANNUALLY
That the Senate Foreign Relations Committee AND the Senate, followed by the President's signature, did such to USIA doesn't really fit the narrative of USIA or of US Gov success/attitude toward Russian info/political warfare. #InconvenientHistory
