Japan's Yomiuri reports NK diplomat in charge of US affairs (Choe Son-hui) requested Pompeo to visit Pyongyang prior to September 9. Why before rather than after? Apparently because Xi Jinping is expected on September 9, which is NK's Nation Founding Day

Per Yomiuri there was some progress at the last working level talks in Panmunjom on Aug 12. Ambassador Harry Harris attended that meeting and Choe reportedly told Harris that Pompeo visit Pyongyang again and that KJU is ready to meet with him this time

What specific progress? Yomiuri says some understanding may have been reached re making available nuke inventory and setting denuke timetable. Choe reportedly signaled that positive steps could be taken on those fronts if Pompeo makes his 4th visit to NK

Now did Harris say anything re going to Panmunjom? Not yet: he's been on a whirlwind tour all over SK. Gave impression was in Busan retreading old waters at the US Navy Sealift Command. But then this is a small country: you can do Seoul-Busan in 2.5 hours
However, NK diplomat Choe Son-hui also told Ambassador Harris that US concession re ending the Armistice is also necessary. If the talks go well, KJU could go to New York in September and deliver speech at the UN General Assembly, according to Yomiuri

@potus badly mishandled DPRK policy. USA weaker as result. 3 changes made summit possible:
1) President Moon elected President ROK, reaching out to DPRK;
2) KJU consolidated political and military power;
3) Max pressure by UN/Trump
Handed a chance to put US-DPRK relations on a better trajectory -- headed in direction of peace and denuclearization -- Trump misinterpreted how we got here. He attributed DPRK willingness to talk to his Max Pressure campaign alone -- ignoring the two more important factors.
Not understanding WHY diplomacy was an option, no surprise Trump badly mishandled opportunity he was gifted. He continued to threaten the DPRK -- Libya Model references -- even during immediate run-up to the summit.
Bolton knew (even if Trump did not) what that meant.
