Just drove around DC real quick to check the flags on government buildings. FAA this morning was half-staff. FAA this afternoon was full-staff. 
Same thing at the Department of Energy. Flags at half-staff this morning. Flags at full-staff this afternoon.
But some went the other way. The National Archives was full-staff this morning - now the flags there are at half-staff.
And the same thing happened at the Department of Justice - where the flags were full-staff this morning, and now are half-staff
In sum, a bit of a mixed message on honoring Sen John McCain R-AZ, as the flags go up and down in DC jamiedupree.blog.ajc.com/2018/08/27/mix…
