Time doesn't exist in decentralized systems. Stop thinking you can perform safe actions based on time.
At best you know the time you took an action and the time *you saw* someone else take an action. Everything else is a lie you tell yourself with varying confidence.

Reminds me of a problem years ago where we were trying to work out how to order events in a massive distributed system. Even though we had full control over hardware and could have put GPS clocks everywhere we decided to just build our processing under fuzzy order assumptions.
It was possible that two peers could see the same event at different times, and because of the kinds of events we were handling, there was no reasonable way to construct a canonical order (for a significant portion of events)
The system ended up better for it (given the nature of the system...that's probably not a good thing but c'est la vie)
