1/ From the meetings I had with Councillors yesterday, it’s crystal clear that they’ve no confidence in the NTC Management&it’s no secret that some of them are currently under investigation or under arrest for alleged corruption. Top of the list of suspects is the CEO, Muhomba
2/ As well as extravagantly purchasing himself a car way over budget when Council has no money & the purchase could’ve been deferred, he’s been accused of playing divide & rule between the Councillors&myself in a suspected move to create a hostile environment to obscure his deals
3/ The residents in the wards I visited bemoan that NTC isn’t computerised&doesn’t even have a filing system to capture or store info. They’ve issued a 3month ultimatum to the newly elected Councillors to dismiss the current management&put things right or they’re not paying rates
4/ The lack of systems at NTC reveals why they could never submit a concise breakdown of figures or issued questionable statements. It suggests that money was being misappropriated & the only way forward is to start afresh #NTCCeoAndManagementMustGo
5/ From my interactions with the people I’ve learnt that as a legislator you can’t lead without the guidance of&listening to the people. They know a whole lot more of what’s on the ground.
6/One wonders if NTC doesn’t have systems, what do they go to work to do?They’ve a bloated staff complement&have failed to balance the ratio of salaries to service delivery at the prejudice of service delivery. Instead of the 30%:70% in favour of service delivery, NTC are 68%:32%
