Some reflections on #SIF. When I was dFM DTrimble proposed fund for FMdFM "patronage" re projects especially "hotspots". I refused "riot-driven slush fund" & pointed to proper example of ExecutiveProgrammeFunds. Strongly believe NICS then would have resisted on due grounds too.
ExecProgFund allocations decided by Executive w NIAssembly scrutiny, encouraged innovation & cross-cutting, supported partnership, reached social need & channeled via relevant depts for accountability etc. Plan was to grow EPFs inc Social Inclusion/Community Regeneration Fund.
First DUP/SF budget 2008 abolished traces of EPFs saying not right model, money best in depts etc. (Also curbed Assembly annual budget role). But 2011 cobbled #SIF using some of rationale of EPFs but not budgetary governance, probity, alignment w equality/inclusion priorities.
2011 @MRitchieSD 'on the money' highlighting venality of DUP-SF skewing funds from due channels for more arbitrary/partisan allocation using badge of innovative Social Investment. NICS delinquent in acquiescing in #SIF construct & conduct. Some journos (not all!) bought the spin.
#SIF @NIAuditOffice clear some v good projects funded. Given need levels etc bound to be so. But some good projects missed out or saw their idea + funds given to others. Clearly dubious allocations too. SIF flaws not projects' fault. Good projects no defence for clear SIF flaws.
Political criticism valid on #SIF as #RHI. DUP-SF contrived shape & connived on share. But NICS complicity was a gross dereliction, even if only following others in succumbing to illusion that 2-party fixery evinces solution via power-sharing. (Again no risk-frisk from DFP/DoF!)

Anti-backstoppers putting big weight on par 50 Dec'17 EU-UK Report. NB It applies to any *new* regulatory divergence in future. Terms actually covered in Juncker-Tusk letter of 14 Jan ie EU won't *impose* new regs & (unlike detractors) truly respect terms of Strands 1 & 2. /1
Anti-backstoppers claiming par 50 needs consent for backstop itself.
Not so!
Brazen given Brexiters' previous lines cheering UKSC ruling neither Brexit nor its treaty terms are subject to NI consent.
Existing ambit of Strands 1 & 2 protected by backstop, jeopardised without. /2
False arguments re "top-down imposition by EU" via Bew et al = bunkum. Misdirection distracts from attempt to ensure that future "UK-wide" measures can override & undermine existing areas of N-S cooperation, harmonisation etc & encroach envelope of Strand 1 devolved powers. /3

As one involved in negotiation of #GFA (dealing with all parties not just one) I have to refute this misconstrued "Fundamental" @TomMcTague & L Bew. Anxious about "top-down imposition" & GFA's delicacy? Why blindly uphold imposing convulsive Brexit on NI that voted Remain? /1
I would not pretend the backstop fully protects #GFA. (It is mitigation/insurance & wouldn't make up existing GFA deficits eg Rights). But given the impulses & ignorance shown in London's chaotic approaches to date noone should pretend that GFA would be upheld without it. /2
I am disappointed that Lord Bew invokes "all parties" in such a tendentious appraisal. His own top-down imposition on us? Other parties have shown more consistent adherence to letter & spirit of GFA than L Trimble & have well-founded different views on Brexit & backstop. /3

It might have been more welcome that UK govt finally look to GFA strands for Brexit answers if their paper was not so selective & distortive about "safeguarding". A pander paper slanted to curb Strand 2 potential, contort Strand 1 workings & ignore Strand 3 (&2) possibilities.
If a main point of paper is to show potential inputs for NI Exec & if serious about not altering the remit of NSMC, why not highlight par 17 of Strand 2? This would enable NI Exec views agreed in NSMC to be represented appropriately at relevant EU meetings. A unique advantage.
Why nothing on Strand 3? Could highlight bespoke input under par 7 on BIIC for NI Ministers at meetings of B & I govs on matters at their level. This might include eg those immigration issues where DUP now say they want NI to have comparability with South.

I'm in San Fran to cover two key PG&E hearings.

Today is a hearing on the utility's criminal probation, and whether PG&E should be required to inspect all 130K miles of its lines before the next wildfire season.

Tomorrow is the first major hearing in $PCG's bankruptcy docket.
"PG&E is a convicted felon and is on probation," U.S. District Judge William Alsup says in his opening remarks. "You can't send a corporation to prison, but you can put them on probation."
Alsup is reminding us of how Cal Fire found PG&E to have caused a number of the 2017 Wine Country blazes.

However, he added, "I should give credit" to PG&E for not sparking the Tubbs Fire, the 2nd most destructive in CA history.

Cal Fire made that Tubbs determination last week.

2/ Over the last 15 years, almost 1,800 US newspapers have closed. There are now at least 1,300 US communities with no local news coverage and another 1,450 with only one newspaper. Over that time, investment firms bought up almost 700 hometown newspapers.

I did something similar to this 5 years ago, in anticipation of EC & @theroots' Wise Up Ghost LP, on tumblr.

(You can still find all those posts if you look, although a lot of the YouTube links etc are now dead ends. It was 40 Days Of EC then, so for 2018 I'm upping it to 45.)
Mostly I will be going chronologically from the early years right up to the present, but it feels right to start out with Costello's 2002 song, "45."

Project MKUltra, also called the CIA mind control program, is the code name given to a program of experiments on human subjects that were designed and undertaken by the United States Central Intelligence Agency—and which were, at times, illegal.
Experiments on humans were intended to identify & develop drugs & procedures to be used in interrogations in order to weaken the individual and force confessions through mind control.
MK Ultra program engaged in many illegal activities, including the use of U.S. and Canadian citizens as its unwitting test subjects, which led to controversy regarding its legitimacy.
