These rules would enable any even half-competent speaker to avoid answering any and all questions posed to them by the press. The @WHCA should strongly oppose this move by the White House.
@whca The job of being in the White House or any press room often is to push public officials to answer questions they'd rather avoid answering. On camera, as opposed to a phone call or email chain, it is much harder to refuse to answer a question. You can dance around, but ...
@whca ... it is that possibility of not yielding the floor — following up until you get an answer — that is a main reason why those officials in live pressers often will answer questions posed. If they know they just need to push you off two questions, trust me, they can avoid that.
And yes, even in that situation the answers we get often are still not direct answers or, as has often been pointed out, outright lies. But, they are forced to give those answers, and can then be held accountable for them.

And, as @pdmcleod notes, under the new rules, asking a SINGLE follow-up question without being "allowed" to do so would be grounds for revoking a hard pass.
