FG'S ACTIONS ON COMMUNAL CONFLICTS

1) Few months past, Nigeria endured a continuation of the 30+ yrs of Perennial herdsmen/farming community clashes.
Some of the notable actions @MBuhari has taken are presented below starting with a historical linkage with the more recent
2)... incidences of the violence:

-2013, No fewer than 9 cases of herdsmen attacks were recorded in Benue State alone, with more than 190 people killed.

-2014, no fewer than 16 recorded attacks, in Benue, which claimed more than 230 victims.
3) -Between January and May 2015, 6 attacks left more than 300 people dead, again in Benue State alone.
4) Details of Federal Interventions include:
Policing Response:
-(15)Units of Police MobileForce deployed to the North Central.
-(10) Units of Police Special Forces (‘Tactical Operation Units’ Counter Terrorism Units
-Special Police Joint Intelligence and Investigation Teams.
5)-Routine Police Aerial Surveillance Teams (Police Helicopters)
5) -Nigerian Army & Airforce deployed Special Forces to North Central & North West States of Benue, Taraba, Nasarawa and Zamfara, & Kaduna.

6) -Army established 3 Forward Operating Bases(FOB) in Kaduna, Katsina & Zamfara States to ensure timely deployment of troops to flashpoints in NW.
7) Airforce established 3 FOB in Zamfara, Katsina & Kaduna for timely deployment of Air power in NW flashpoints.
-An illegal facility training civilians in military operations was discovered & taken over by the Military in Opokwu, Benue State.

8) Judicial Response:
- Suspected herdsmen in Benue & Taraba States as well as locals arrested in the course of the violence are presently being prosecuted.
9) It is the responsibility of State Attorney Generals to prosecute crimes committed within their States & it is expected that other states would follow suit.

10) Humanitarian Response:
-In February, 2016, @MBuhari constituted a committee led by @ProfOsinbanjo to rebuild the communities who lost properties during the communal clashes.

11) NEMA was directed to ensure that those communities were rebuilt using resources & people from the affected communities.

12) Policy Response:
-On January 18, 2018, the National Economic Council led by @ProfOsinbajo, set up a committee to address the issues of conflict and violence between herdsmen and farmers in the country.

13) The Committee toured the affected areas and recommended that the FG establish cattle colonies where Ranches would be located. This shall ensure that the herdsmen continue to exploit the economic prospects of their livestock business...
14)...without infringing on the economic prospects of the farming communities. Essentially, the long running conflict is a struggle over resources and nothing else. The Committee noted that the past @OfficialPDPNig Govt had in 2014 REACHED SIMILAR CONCLUSIONS and recommended...
15)... the ESTABLISHMENT of RANCHES in the affected states. Records from the CBN show that the sum of N100Bn was RELEASED by Goodluck Jonathan to the then Gov Suswam of Benue State who was the Chairman of the previous communal clashes committee.
16) Suffice to say, No ranch was established despite that financial intervention, thus allowing the conflict to persist.
- To avoid a similar fate, the FG through its Federal Ministry of Agriculture and Rural Development is working to establish cattle colonies across the country.
17) 10 States have already donated land and Cownexxion (a Dutch Company) on 16th July, 2017 has indicated interest and preparing to invest in the Cattle Ranches. A pilot is about to be launched in Kaduna State.
18) The colonies will provide grass and water for the cattle, and education and healthcare facilities for herders. They will also have Agro-Rangers deployed to secure the facilities.
19) Finally, It is instructive that informed Nigerians educate others on the connections between peaceful co-existence and economic prosperity & development. When violence occurs, it forces Govt to deploy troops to restore peace & security.

20) This forces Govt to divert resources it otherwise would have spent on development projects into maintaining the Military operations.

Development can only be deepened when our communities are peaceful.
