But no. And now the PM champions ending FOM - FOM would need to be (and should be) a key part of your plan.
But GOV refused to build consensus, stoked division with its “citizen of nowhere”, “bargaining chip”, “queue jumper” rhetoric, lies about the cost of Brexit and ignores breaches of electoral law
I think we should remain in the EU but would have accepted your proposal if that had been on the table from 24 June 2016. A pragmatic compromise.

Indeed your plan should have been the minimum baseline for the UK

I welcome your efforts to find a solution but...
What certainty do you have that EFTA would agree this and the UK won’t be a bull in a china shop if let into EFTA?
Because if your plan is rejected before we leave the EU we effectively leave without any certainty - which makes your plan B as “good” as plan A by the PM
And how will you unite Parliament over FOM? If you can do that we may as well remain in the EU
@NickBoles you need to start championing FOM.

I note your idea of an emergency break. Here, for what it is worth, are some other ideas around FOM:
Replace Directive 2004/38 with a refreshed Regulation (not Directive) updating ECJ case law which ensures consistent application of FOM across the EU.
Review what all other member states do in applying FOM and develop best practise regarding its application. It is a wonderful benefit to us all
Do more to support EU citizens coming to the UK. Government should officially welcome people coming to the UK.
Do more to support areas that have rapid population change - similar to regional development funds (an idea the UK championed and is now a key part of EU policy)
Do more to make the case for FOM.

At a basic level that should mean you encourage the young to take advantage of it.

Why not match this by the EU?
