It's true! But I don't think the space community fully appreciates yet just how much of a money saver space resources really can be. Here's an illustrative example: Typical launch prices mean delivering hardware to GEO costs as much as the hardware's weight in gold! (~$40000/kg).
The best launch vehicles we can theoretically conceive of still only reduce the price of lofting hardware to GEO to the cost of the payload's weight in silver (~$500/kg) (And that's making *very* generous assumptions, like a Space Elevator, or SpaceX's BFS amortized over 20 yrs.)
So in the future, if we need something in space, and that something is worth less than its weight in silver, then there are economic incentives to build it with space resources. That is why, despite all of its technical challenges, space resources are such a cost saver.
