Rosenstein and his team have been meeting with the SCO bi-weekly since he was appointed. He signs off on EVERY indictment. He knows everything Mueller does.

He has played this the right way, always the survivor, telling Ind-1 what he needed to to protect the investigation.
If he's leaving now, or as reported in Mid-March that means the job is done. He said in the past that he wouldn't leave unless he was comfortable that the Mueller report/investigation was in safe keeping.
People have been saying Rod is "soon to be fired" "about to resign" "IT'S IMMINENT!" for over a year, yet he's still there. He has ushered the investigation in it's most critical moments and been a damn rock throughout, facing countless attacks from Trump stooges in congress.
