The Administration has confused the depth of its cuts by using different figures in different places and in one case comparing apples and oranges. 3/6
Specifically, when claiming the cut is 5%, the Administration relies on a cherry-picked set of adjustments to the 2020 funding level without making comparable adjustments to the 2019 level. 4/6
