Here's what I'd say if I were Biden.
"An honest look at my record shows I've always been a handsy guy with both men and women...I never meant anything sexual by it, but clearly I made some women uncomfortable and I'm sorry. This is a learning opportunity for me and everyone."

I think that honestly would hit all the key points.
-Explain his intentions.
-Take responsibility for how he affected others without making it sound like their fault.

Joe isn't my favorite candidate but I think he's a well-meaning person at heart, and I really hope he takes the right lessons from this so that he doesn't keep hurting himself, his family, and women he interacts with.
One more thing: if Biden *does* recover from this and get his message back on track, he needs to be acutely aware that it is white male privilege that allows him to do that.
