Involuntary sterilization was a thing well into the 20th century with the state of NC not shutting their program down until the 1970's...
The great Fannie Lou Hamer was subjected to what many black women referred to as "Mississippi apendectomy". And this happened without her knowledge shortly after she gave birth to her youngest child...
And she didn't have much recourse, either. In the 1920's, in "Harlan v. Kentucky", SCOTUS ruled that states could involuntarily sterilize "feeble-minded" people...
Incidentally, the plaintiff in the case wasn't at all "feeble-minded." She was teen girl who had been impregnated during a rape by a family member. Her insistence on telling the truth about her daughter's parentage got her institutionalized. And, no, she wasn't allowed to...

Although SCOTUS claimed that states could justify sterilizing mentally ill/intellectually disabled ppl, many states sterilized poor and/or people of color...
I wouldn't put it past these "heartbeat bill" assholes to try to revive involuntary sterilization. After all, sterilizing certain people (aka WOC's) while compelling others (read: white women) to give birth I'd a great way to reverse the "browning of America" trend.
