Going through the Assange Indictment and from what I can tell it doesn't charge him for publishing anything. It is all about coercing and helping Manning obtain the information.
WL had noted on their site up until Sep 2010, that they solicited Censored, Restricted and Classified information.

A few months Manning's arrest, they removed Classified and noted that they don't solicit information. 🤔
WL published a Most Wanted List on their site starting in 2009.
Assange would speak at hacker conferences and encourage people to seek and find his Most Wanted List.
Manning used that list to pull the information that would later be given to WikiLeaks.

Manning was arrested on 27 May 2010.

The Military and Intelligence Category was no longer on the WL site.
Manning and Assange were in contact during the time Manning was obtaining information. Assange offered to assist in helping to crack a password hash on the US Government's Secret Internet Protocol Network.

If successful, this would allow Manning to log in as a different user.
Assange was fully aware that Manning was obtaining Classified information when offering to assist.
He encouraged Manning to pull the information when Manning listed it.
When Manning said that was everything, Assange encouraged her to keep looking.
Both Manning and Assange were aware that there were names unredacted in the data provided.

Assange was also aware that Manning was a government or military source.
Both believed that the information should be available to the public by any means necessary.
Assange willfully exposed people to harm by not redacting names of sources for people in Iran, Iraq, China, Syria and Afghanistan.
Assange said it was regrettable that people were named and might be in danger.

Al Qaeda and Bin Laden used the WL information.

Here's something on publishing on the internet but I think the charge is for having documents he is not authorized to have and enabling them to be published.

Could be wrong.
I think Count 15 through 17 is charging him as an active participant in the act of obtaining the documents and not as a publisher of the documents.

This is about working with Manning - unauthorized access to obtain the data, working to crack the password, etc.

Nothing about publishing.
It looks like they kept the charges very strict and stayed away from anything to do with publishing the information on the internet.

The closest the got was Counts 15 through 17.
