it has violated state policy by refusing to assess the severe lack of water and sewer service in disadvantaged communities; for 10 years it has continually delayed completion of a general plan; and for far longer than that, it has failed to invest in housing, infrastructure,
and services in its historic – and historically overlooked – neighborhoods.); Invocation by Aria Martinez of District 3. @stevebrandau pulls consent item #25. Proclaim June 17-21, 2019 as Safety Week in Fresno County.

1, 2019 and adoption of the FY
FY 2019/20 Final Recommended Budget (probably in September)
Prior to the 2018/19 Fiscal Year, budget hearings and subsequent budget adoptions occurred in June of each year. Beginning with the 2018/19 Fiscal Year, the County Administrative Office (CAO) recommended a new process
that will allow for adoption of the Final Recommended Budget in September instead of the traditional June adoption. With this new process, current information for General Fund revenue estimates will be available. This is a crucial piece of the budget process as the tax roll is
needed to verify property tax and Motor Vehicle In-Lieu revenue estimates, which comprise almost 75% of countywide revenues. This item will provide the mechanism for departments to continue to operate until the Final Recommended Budget is adopted in September 2019. The fiscal im-
pact will be determined at that time.@stevebrandau wanted to know why we just don’t do a continued budget until September ? More assessors in real estate needed. Properties undervalued due to economy. May be a windfall for County says Brandau. A:YES, we can add in September

@LincolnSeward Magsig: next year we will do the same in June. Approved. Moving to consent item #25. Brandau didn’t like item of Supervisors giving up power but understands it now. Knows this allows Oscar to do his job permanently. Why are we changing accounts etc. should be given
to Supervisors. @BuddySupervisor Mendes says this is “unlike City because the staff here works for us. “County Assessor Oscar Garcia can give a once a year summary of changes. Supervisor Pacheco says “Brandau not used to efficiency found at County unlike at Fresno City.”
