This seems like the right move. SCOTUS did not say it was wrong to ask the question. It said the rationale given was insufficient. Well, make it sufficient. Say the rationale is to "better inform updates to immigration policy." See if any SCOTUS justice can find fault with that.
BTW, 2010 Census (under Obama) is the only Census in our history which did not ask the citizenship question of any household. Prior to that, citizenship question was always asked [either for all foreign born family members or from families which received the long form version].
GOP, why didn't you sue the Obama admin for dropping the citizenship question in 2010 Census? Learn from this moment. Don't ever let them get away with even a minor infringement of common sense. They will always try to normalize their every insanity if left unchallenged.
