Who are these cybersecurity experts and on what basis do they make this decision?

I disagree. I don't think hacking of voting machines will affect the next election or that cyber Russian cyber initiatives will have a significant impact.
First of all, "who" would do such a thing? Successfully changing national election results would be an act of war, and if Russia has demonstrated anything it's that they probably can't get away with it undetected.
Second of all, "why"? What is there to gain in changing the election results. As far as I can tell, Russia and other adversaries don't have anything to gain. Russia's efforts haven't been about changing the results but about casting doubt in the results. That's a different threat
Things like paper ballots to have an auditable paper trail isn't just about making sure the result is correct, but also about improving the public's confidence in the results.
Thirdly, "cyber initiatives" is a stupid term. Russia's disruptions are only sometimes "cyber" but more often not. For example, sure their propoganda station RT acts in cyberspace, but it's silly to call it a "cyber initiative".
