The building next to me is on fire, but I think I should wait for more information before I call 911. Maybe I'll wait until more neighbors agree it's a fire, or maybe I will just wait until it rains or the fire puts itself out. Is calling 911 really the best option for a fire?
The fire is getting worse and there is a lot of smoke, but I still don't think calling 911 is the best option. Maybe I will write a strong letter to the fire asking it to stop burning the building, but calling 911 at this time could be divisive because I could offend arsonists.
The building is engulfed in flames and I see children trapped in a room, but I am still not sure calling 911 is the best option. The arsonists are outside chearing on the fire, and I don't want to offend the arsonists. Maybe I will take a poll on how people feel about fires.

My building and the entire neighborhood is on fire, and I just learned the hardware supply store is also on fire. The fire is out of control, we missed the chance to put the fire out, and now we won't be able to rebuild a year from now. Maybe I should've called 911.
Now the arsonists are laughing at me and my entire neighborhood. "Why you didn't call 911 you idiots? Didn't you see the huge fire? Why did you let us burn down your neighborhood? You don't deserve to have 911 because you don't know when to use it, we are taking control of 911."
