I took a close look at Rep. Castro’s list of “San Antonio” Trump donors, and I have a reasonable suspicion that both the RNC (“Trump Victory Committee”) and Senator Steve Daines accepted campaign contributions from a Chinese foreign national. (1)
The employer of one donor, “US Chamber of Com China” stood out for me, so I started here. (2)

Hamid “Harley” Seyedin is the president of “The American Chamber of Commerce in South China,” which is a Guangzhou-based organization that promotes China-U.S. trade. Nothing illegal here, as Dr. Seyedin is a U.S. citizen. (3)
According to the FEC website, his $55,600 to Trump committees made on June 27, 2019 are his first political contributions in over 33 years. Again; nothing illegal here. (4)
Referring to Rep. Castro’s list again, I found that another San Antonio donor, Hui Sun, who shares an address with Dr. Seyedin. (5)
Hui Sun donated $55,600 to Trump committees on June 27, 2019. She also gave $1000 to “Steve Daines for Montana”—the Authorized Committee for the re-election of Senator Daines—on May 20, 2019. No other contributions from Hui Sun are listed on the FEC website. (6)

That Dr. Seyedin and Hui Sun share an address isn’t exactly a mystery; they’re married, and have lived in China for over 20 years. (7)
One thing I find interesting about Hui Sun’s contributions is that on her $1000 donation to “Steve Daines for Montana,” she listed her occupation as “President” of Allelon Energy Partners. (8)
The reason I find this interesting is that Hui Sun’s husband also claims to be the President of Allelon Energy Partners. Did she lie on her contribution receipt? Would it matter to the FEC? I honestly don’t know. (9)

Also interesting: Hui Sun’s $1000 contribution to “Steve Daines for Montana was made only three days after Senator Daines spoke at the “AmCham” South China Asia Pacific Business Summit. (“AmCham” is the organization her husband chairs). (10)
Her contribution to Daines is probably legal, but it has the appearance of a payment to Daines for his attendance at the summit hosted by her husband’s organization. (11)
Note that on her contributions to “Donald J. Trump for President,” Sun listed her occupation as “Attorney,” but listed no employer. (12)
Property records don’t reflect that Harley Seyedin and Hui Sun actually live in San Antonio. Nothing illegal here, as Seyedin is a U.S. citizen. They needed a U.S. mailing address for their campaign contributions, and he appears to have chosen the address of an associate. (13)
In this article, Seyedin states that since his first trip to Guangzhou in 1991, he and Hui Sun have lived there “almost ever since.” (14)
This article describes how Sun was named a “Visiting Scholar in Virtual Residence” at CSU Los Angeles in 1994, following her graduation from Georgetown Law. (15)
The article also mentions that one of the couple’s sons was named “Guangzhou Goodwill Ambassador of Culture” to New Zealand, which would appear to require Chinese citizenship—and his Chinese citizenship would require that one parent be a Chinese citizen. (16)

China doesn’t recognize dual nationality. Sun studied law at Georgetown, but if she acquired U.S. citizenship while attending school, Chinese immigration law would’ve required that it be stripped from her when she returned to China. (17)

Chinese immigration law doesn’t appear to have a cutout that would permit two married foreign nationals to reside in China for decades. I could be wrong about this, and please feel free to correct me if I am. (18)
Anyway, it’s all a mystery, and Donald J. Trump for President, Trump Victory Committee, and Steve Daines for Montana should have compliance resources in place to solve it. (19)

If it’s proven that these were foreign donations, it wouldn’t be the first time Trump Victory has run afoul of FEC rules regarding them. (End)

In this “2016 White Paper
on the Business Environment in China” published by Seyedin’s organization, Hui Sun is listed under “Review Committee” as an “International Attorney.” Non-Chinese citizens can not practice law in China.
