As I read this paragraph, the Lord President of Scotland's Highest Court finds that the Prime Minister sought to mislead the public as to the real reasons for suspending Parliament.
Drummond Young says he finds it "impossible to see" the decision to suspend Parliament could serve any rational purpose other than preventing Parliamentary scrutiny.

Hard to read this otherwise than as a judicial finding that the Prime Minister, in claiming otherwise, lied.
Again, this must be a finding on the evidence by Lord Drummond Young that, in publicly claiming otherwise, the Prime Minister lied.
