(The guy is dead and his family found them while going through stuff. Though if his family ever visited I'm not sure how they missed tripping over 2000 fetuses.)

An enterprising journo should look up Indiana law and the doctor's patients and find out if the doctor had the patients who came to him for abortions sign a donation agreement under the anatomical gift act, and if so to whom (him, or the clinic).
tl;dr: it is perfectly legal to own anatomical specimens in most jurisdictions but to *prepare* anatomical specimens requires they be donated in accordance with state and federal law.

Curious if Dr. 2000 Fetuses did that.
update: rather than wait for an enterprising journo to do it I looked up Indiana law

and there's an unexpected wrinkle:

In March 2016, then-Governor Mike Pence signed a law requiring all fetal remains from abortions be buried or cremated.

Upheld by US Supreme Court, May 2019.
So uh


no Dr. 2000 Fetuses was *rather overwhelmingly* not in compliance with the law
whoa: that bill bans an individual from acquiring, receiving, selling, or transferring fetal tissue.

Unlawfully transferring or collecting fetal tissue is a Level 5 felony in Indiana. i.e., 1-6 years in prison, up to $100K fine.
