Its probably best to treat both last night's leaks and today's with even more salt than normal. All sides have higher tha normal incentives to try to shape opinion, especially when trust of the current UK administration is so low.
There is very little indication that the UK is preparing to offer the kind of proposal that the EU or Ireland could discuss. As for time limit, it has been dismissed by both sides before. If it is automatic sunset clause with a short sell-by date, what's the point?
If however what is reported as a time limit is a route into discussing how an NI-only backstop can be made digestible, that is different. We will see, but it seems unlikely.
