Modern construction is characterized by combinations of wildly different materials and hundreds to millions of joints and connections (where failures usually happen). Even when you have the brightest minds and the smartest companies in the world you can't guarantee it will work.
Traditional building makes a point of using materials not because of its strength and economy but also because the ways it fail is fully understood, errors—and there are always errors—do not cascade, errors can be fixed, and they maintenance and replacement is built in.
One can also wonder at the wisdom of spending $2.2 billion on a glorified bus terminal. The maintenance costs of this thing must be enormous.
