On September 24, 2019, your Board approved Sale/Purchase Agreement No. 19-486, to sell the former University Medical Center campus (UMC) to CMG Construction Management, Inc. (CMG). Sale/Purchase Agreement No. 19-486 included a 60-day due diligence period for the Buyer to complete
its inspection of the property. CMG notified ISD that they will be unable to complete their due-diligence inspections on the property within the 60-day timeframe, and have requested an additional 30 days. Approval of the first recommended action will extend the 60-day due
due diligence period to a 90-day due diligence period. All other terms of the Sale/Purchase Agreement will remain the same. Please “Heart” if you like these reports. Forgive any typos or mistakes!

Consent item #39 pulled: HOME $1 million loan for senior apartments in Kingsburg. Preston Prince @PressedTinP of Housing Authority says this is second of their projects in Kingsburg. The cost per unit is high due to construction cost. Now almost 90% of what it costs in Bay Area.

It is a Statewide Housing market now and General Contractors often go where pay is higher forcing locals to pay more. Prevailing wage adds $70,000 cost per units. We are excited about this partnership with Kingsburg. Assistant Manager of Kingsburg says need is great for afford-

This whole program is a racket. Electeds need to say this is not working. @LincolnSeward I have built affordable housing before. They do cost a lot per unit. If we vote NO on these projects the money will be sent to other regions instead. Private sector won’t step in. There is
is not the will to do anything on this for last 25 years. Rules have to be changed at State level. @BuddySupervisor we have to take these dollars or we lose it. Kingsburg didn’t like the project in the beginning but they now do. State rules do add to costs of these types of pro-

Housing, Homelessness and Heath were big items. PG&E is Meeting with Governor Newsom and fire victims. He is upset with broadness of shutoffs. PG&E have to now put more money into safety with CEO salary tied to it. PUC will Put more regulations too. Veto of SB 1 and 531 that
Newsom is vetoing about same number of bills as Brown 16%. Bills can be killed starting in January so may start seeing more action. $22 billion in bank. Income Tax receipts were down last month . Is that a trend? Newsom will speak in Fresno to Fresno Forward. Also meetings on HSR
and Freeway 99. Magisg: capital gains in 2018 ? A: about the same. We could see income taxes dipping as well as capital gains going up. Magsig: Hedge Funds are buying PG&E stock. Others are pushing a public option. Is Newsom looking at public option?

tion wires provides money to County. If the state takes it over we lose those dollars for our schools and special districts. A: Diablo canyon provides 8% of State’s electricity but they want to shut it down. @BuddySupervisor PUC meetings have most in the audience were there from
energy sector and 3% from consumers. Approve Amendment to the Salary Resolution adding 17 positions effective November 4, 2019, as to the Department’s Finance Division with current responsibilities that include managing all accounts receivables and payables, revenue billing,
