Whilst it's nice to see the DOD publishing a set of ethics for AI ... to be brutally honest, China not only leads the field (and is likely to have more dominance & hence influence) but it has a fairly solid set in the Beijing Principles - baai.ac.cn/blog/beijing-a… ...
... I do particularly like the repeated emphasis on "ALL" humankind and in this light the use of "open platforms to avoid data/platform monopolies" and Confucian ideals of benefitting "as many people as possible, especially those who would otherwise be easily neglected" ...
... beyond SciFi novels, the threat from AI is mostly about the wealthy exploiting this to create further advantage for themselves at the disadvantage of society as a whole. So, I do like how China tackles this head on.
