Fascinating. This desire to give greater political voice & control to rural areas (land mass)over actual ppl (located mostly in urban areas) was struck down by the Supreme Court in 1963 in Gray v. Sanders. It was called the "county unit system," in Georgia. oyez.org/cases/1962/112
Went back to listen to oral argument in Gray today and Robert Kennedy’s argument for tge U.S. was excellent. Crisp & compelling in describing the unfairness of the county unit system.
“If you live in one if the 11 smallest counties in the State of Georgia, your vote is worth 7and a 1/2 times an indiv who lives in one of the four larger counties in the State. If you live in Fulton County ( ATL), you have to get 14 votes to offset one vote in Echols County.”
This was under the old County Unit system in Georgia before the SCOTUS struck it down in 1963 in Gray v Sanders. It’s another part of the history of the disproportionate political power & control that rural regions exercised over more populous urban areas.
