Again, one of the biggest problems I have is comparing what is being paid versus previous budget. Is this windfall for certain agencies??

The numbers are generally of such a magnitude that it's exceedingly difficult to ascertain what the true use of funds really is
This should have been a relatively short & focused bill. Instead we got an 880 page monster
