Congo before and after colonization.

In the period from 1885 to 1908, many well-documented atrocities were perpetrated in the Congo Free State which, at the time, was a colony under the personal rule of King Leopold II of the Belgians.
Failure to meet the rubber collection quotas was punishable by death. Meanwhile, the Force Publique were required to provide the hand of their victims as proof when they had shot and killed someone.

The rubber quotas were in part paid off in chopped-off hands.
In theory, each right hand proved a killing. In practice, to save ammunition soldiers sometimes "cheated" by simply cutting off the hand and leaving the victim to live or die.
In some instances a soldier could shorten his service term by bringing more hands than the other soldiers, which led to widespread mutilations and dismemberment.
Leopold II reportedly disapproved of dismemberment because it harmed his economic interests. He was quoted as saying "Cut off hands—that's idiotic. I'd cut off all the rest of them, but not hands. That's the one thing I need in the Congo."
Leopold sanctioned the creation of "child colonies" in which orphaned Congolese would be kidnapped and sent to schools operated by Catholic Missionaries in which they would learn to work or be soldiers.

More than 50% of the children sent to the schools died.
Together with epidemic disease, famine, and a falling birth rate caused by these disruptions, the atrocities contributed to a sharp decline in the Congolese population.

Leopold's reign of exactly 44 years remains the longest in Belgian history. He was interred in the royal vault at the Church of Our Lady of Laeken in Brussels.
In 1908, the reports of deaths and abuse induced the Belgian government to take over the administration of the Congo from Leopold.
