We will today be continuing in the series of reforms announced. Soon after lockdown, we came with #PMGaribKalyanPackage, we provided food grains to those who needed it, we did not want to scout for money to search for grains

Pulses too were given 3 months in advance. I appreciate the concerted efforts of FCI, NAFED and states, giving pulses and grains in huge quantities, despite logistical challenges.

20 crore Jan Dhan account holding women got ₹ 10, 025 crore

When lockdown was extended, free grains and dal were given for another 2 months

#ShramikSpecialTrains were started when it was possible for workers to move, states were requested to bring workers to stations, 85% cost was borne by central govt.

This was done because, Jaan Hai To Jahaan Hai. Lives were given priority.

In a post-#COVID era, livelihoods too have to come into full play. To take care of new considerations, our attempt is to ensure both lives and livelihoods

200 new textbooks have been added to #ePathshala, states, provision has been made for telecast of live interactive sessions for teachers and students, states are coordinating to share educational air-time

A lot of workers have gone back to their villages, this will ensure that those wishing to enroll into MNREGA can be provided jobs

Health reforms and initiatives have been put in place, public health expenditure to be increased, grass root investment to be increased for health and wellness centres in both rural and urban areas

Public health labs to be set up in every block (not just in district), to bridge inadequacy of lab network in rural areas

No fresh insolvency proceedings will be initiated up to 1 year

Special insolvency framework for MSMEs to be brought in

Minimum threshold for initiating solvency proceedings being raised from ₹ 1 lakh to ₹ 1 crore, a major step, will help insulate MSMEs, will bring in ordinance for this

Violations under most sections of #CompaniesAct to be decriminalized

Compoundable offences can now be tried under internal adjudication mechanism, will help de-congest criminal courts, which is absolutely important

7 compoundable offences under #CompaniesAct being dropped, 5 offences to be dealt under alternative framework, will make process simpler & enable resolution at local level

These amendments will be brought through an ordinance

Companies can now list their securities directly in foreign jurisdictions

If companies list their non-convertible debentures in the stock market, from now on, they do not thereby become listed companies

Private sector will be allowed to participate in every sector

PSEs will continue to play role in defined areas

In strategic sectors, where public sector enterprises will be present, at least one & not more than 3 or 4 PSEs will be present, private sector also allowed to participate

We completely recognize that like the Centre, states too are facing a sharp decline in their revenues. We have been consistently extending needed support to states, since they are at the front end of fighting #COVID19 pandemic.

₹ 46,038 crore was devolved to states in April 2020, based on budgetary estimates

Revenue deficit grants of ₹ 12,390 crore have not been held back, we have given it to states, despite Centre's stressed resources, our duty

₹ 11,092 crore State Disaster Relief Fund was released in advance, in first week of April

On Centre's request, @RBI has increased Ways and Means Advances Limits for states by 60%

They can now be in continuous overdraft position for 21 days, can be in overdraft position for 50 days in a quarter

States have borrowed only 14% of the authorized borrowing limit, 86% of the limit remains unutilized

We have now agreed to increase this limit from 3% to 5% of state GDP, making available extra ₹ 4.28 lakh crore to states

Part of the enhanced borrowing limit for states will be linked to specific measurable feasible reforms, to ensure that poor benefit from reforms such as #OneNationOneRationCard, #EaseOfDoingBusiness and power sector reforms

Increase of 3% to 3.5% (of state GDP) in states' borrowing limit is unconditional

Based on discussion between the Centre and states, special trains for migrant workers have been arranged, based on states' request. States are trying to cooperate in this, even then it is unfortunate that migrants are walking towards their native places. - FM @nsitharaman 1/2
