The Feds had no plan and 'delegated' the response to the states via HQ (with only 36hrs notice), if Victoria (or any Labor state) was to refuse running a HQ program, it is fair to assume they would have received extensive criticism from the Federal Government. #auspol#springst

This is important criticism from the report. Despite the time restraints it is ridiculous that the Victorian Government couldn't undoubtedly determine the exact responsibilities of each department. It is crucial that the Vic government addresses this in their response. #springst

This is a further example of @ScottMorrisonMP's 'clever' politics. He never suggests anything other than hotels but by using the term 'designated facility' he can avoid criticism if hotels don't work. Hotels were clearly the only option though. #auspol#springst#hotelquarantine

You really have to wonder why the @VicGovDHHS wasn't providing or at leasing approving this training. Ridiculous. incompetent and pathetic. You have to wonder why @JennyMikakos didn't direct someone to be involved in this.
What the DHHS as a control agency section shows us (in my view) that there shouldn't be shared responsibilities for something so complex. One Department should be in charge entirely and direct another department as required.
This entire section shows what we already knew. A lack of briefing to ministers by certain public servants. This obviously needs to be fixed moving forward. #auspol#springst#hotelquarantine
Coate concludes and recommends that the Government should have done more to determine their powers on mandatory testing. #auspol#springst#hotelquarantine
Coate also recommends that front-line workers undertake DAILY saliva testing and that close contacts of these workers are testing weekly. #auspol#springst#hotelquarantine
Coate concludes that there was no confidence in @VicGovDHHS to run HQ. Whether that is because of the actions of Mikkakos or other whys is not gone into. #auspol#springst#hotelquarantine
The Report looks at the rights of those forced in HQ. It is quite clear that the mandatory quarantine was reasonable and appropriate and the complaints on human rights grounds have no basis. #auspol#springst#hotelquarantine

It is also worth noting that the negative experiences in HQ obviously weren't isolated to Victoria so the conclusions on Human Rights or mandatory quarantine have to be applied to the whole country. This statement is really for @rachelbaxendale and Tim Smith #auspol#springst
I'm really going to skip over the personal accounts of people who should have received exemptions. It's clear overall that the HQ program required a more human approach to specific situations and a process to enable follow up on those needing an exemption. #auspol#springst
