First up from the #ncsen budget: state/ county special assistance #medicaid rates for adult care homes unchanged. Last time we saw a budget, it was $1182 for regular residents, $1515 for people with dementia. #ncga
And the personal needs allowance for residents in those facilities goes from $46/ month to $70
We wrote about this back in 2019, two years later, the bump up remains the same. northcarolinahealthnews.org/2019/06/24/fun…
$1.5M in one-time funding for #telepsychiatry program run out of @EastCarolina (NC-STeP) to continue #mentalhealth response to #COVID19 #ncga #NCSen budget
@EastCarolina Holds harmless #childcare centers that lost staff and so can't fulfill requirements for star ratings into 2023. #NCSEN #NCGA budget #ncpol
@EastCarolina Bumps up minimum wage for state's intermediate care facilities for folks with ID/D as of July 2022 to $15/ hr. Might not solve their current vacancy problems. #NCSEN #ncpol #ncga Our story here: northcarolinahealthnews.org/2021/06/09/pro…
@EastCarolina Requires 80% of the increase goes into line workers' pockets. Which sounds like a good idea, but advocates noted to me that this makes it harder to bump up supervisors, use $$$ for benefits, etc. You get "wage compression"
@EastCarolina #ncsen budget fiddles with hospital #certificateofneed regs, triples the exempt diagnostic equipment cost to $1.5M, triples exempt major medical equipment to $2M; doubles exempted capital expenditures to $4m AND indexes them all to inflation. #ncpol #ncga
@EastCarolina Provides $1.8M / year for bridge funding for group homes. I don't see any increased #Medicaid rates, tho. Only half way through 100+ pps of @ncdhhs budget tho
@EastCarolina @ncdhhs Why do we do this funding every budget? has to do with how #NCGA doesn't want to rewrite rules around #medicaid personal care services to make them equitable from facilities to people who live in the community.
@EastCarolina @ncdhhs Appropriates $400K to Carolina Pregnancy Care Fellowship and $1.5M to Mt Area Pregnancy Svcs. Asking for a report due on Dec. 1 2021 with detailed breakdown of expenditures, people served, etc. #ncsen #ncga #ncpol
Moves oversight of Well Contractors certification from @NCDEQ to @ncdhhs because 💁‍♀️
@NCDEQ @ncdhhs Well, hey now, this is something that's woken me up! $150M for lead and asbestos remediatioon and abatement for #publicschools and #childcare facilities. #ncsen #ncpol #ncga
@NCDEQ @ncdhhs Carries out regionalization of child welfare system as laid out in recs from the Social Services Working Group that met throughout 2018. Long time coming. #ncga #ncpol northcarolinahealthnews.org/2018/03/14/muc…
@NCDEQ @ncdhhs Allows for employers to have covered employers in "exclusive provider organizations" aka, "narrow networks" for their health insurance. Means you pay OOP if you go out of network (except for emergency care or if necessary services not available in ntwk)
