It’s been two years since Democrats passed the #AmericanRescuePlan, and we’ve made a lot of progress in the time since. Here’s a look at how two years of the ARP have helped Rhode Island, by the numbers 🧵
Businesses got back on track with federal support.

Rhode Islanders applied to start 22,000 new businesses, and 440+ restaurants in the state received relief through the Restaurant Revitalization Fund.
Families received much-needed support.

1,000+ child care programs across the state received support to stay open, benefitting 52,000 children. 185,000 kids in Rhode Island benefitted from the expanded Child Tax Credit.

The top tax policy priority in year-end negotiations should be delivering the full #ChildTaxCredit to 19M children who now get < the full amount or zero b/c their families’ incomes are too low.
Our new report w/ state-by-state numbers on these children:
cbpp.org/research/feder…
The business community is pressing Congress to pass corporate tax cuts– undoing provisions of the Trump tax law that offset some of the cost of huge corporate rate cuts. The #ChildTaxCredit is a far higher priority & certainly no corporate tax cuts should proceed w/o the #CTC.
As the success of the #AmericanRescuePlan showed, a high rate of child poverty is a policy choice. The year-end tax negotiations are the time when policymakers should choose to lower child poverty, not push it higher. Image

Democrats have been laser-focused on lowering the cost of living for America’s working families.

@POTUS & @HouseDemocrats have sparked a record-setting jobs recovery, and at the same time, we have enacted landmark laws to make progress toward lowering the cost of living.
The #InflationReductionAct slashes the cost of prescription drugs, locks in lower health care premiums, cuts energy bills and reduces the deficit — while making the wealthiest few and big corporations pay their fair share.

Every single Republican voted No on this law.
The #AmericanRescuePlan lowered health care costs, extended needed unemployment benefits and delivered a vital lifeline in the Child Tax Credit.

Again, every single Republican voted No on this important law.

Predicted but no less stunning decline (9.7% to 5.2%) in child poverty (using Census Bureau's preferred alternative poverty measure) from 2020-2021 driven largely by enhanced #ChildTaxCredit, which Congress failed to extend. Image
No single transfer program did more to keep children--5.3 million people overall, a majority of whom were children--out of poverty in 2021 than the enhanced #ChildTaxCredit Image
We achieved the lowest child poverty rate (under the Census Bureau's Supplemental Poverty Measure, which accounts for tax credits) on record, thanks largely to the #AmericanRescuePlan's now-expired enhanced #ChildTaxCredit. Congress should find a way to renew this policy ASAP. Image

House Republicans were happy to pass a $2 trillion #GOPTaxScam that gave handouts to big corporations and the wealthiest Americans.

But every single one of them voted against support for working families in the #AmericanRescuePlan.
The #AmericanRescuePlan delivered direct support & tax cuts for families, while helping bring unemployment claims to the lowest level since 1970.

Don't just take our word for it. Here's a GOP-chosen witness at our hearing: “this is the best jobs market I’ve seen in my lifetime.”

One year ago, in the darkness of the pandemic, @POTUS proudly signed into law @HouseDemocrats#AmericanRescuePlan, putting our nation on the path to crush the pandemic by getting shots in arms, money in pockets, workers safely back on the job and children safely back at school.
This law saved lives with vaccinations, testing, tracing, PPE & more. It put Americans on the road to financial security with direct payments, housing assistance, investments in small businesses, measures to lift millions of children out of poverty & help for cities & states.
Proudly, in the Rescue Plan, Democrats took action to honor our frontline heroes – health care workers, police officers, firefighters, teachers, and food, sanitation and transportation workers — who are the backbone of our economy.

#TBT to this day one year ago, when Nadine and I watched as @POTUS and @VP inherited an America with a weakened democracy following the January 6th insurrection, a tarnished reputation in the global arena, and a nation still reeling from an unprecedented pandemic.
In the days that followed, we worked together to set a bold and hopeful vision for the future, one where together we could defeat COVID-19 and build back better a more inclusive and prosperous nation.

And while we've made a lot of progress, there's much left to do.
From the #AmericanRescuePlan to the bipartisan infrastructure bill, we've delivered what — under normal circumstances — would be considered the crowning achievements of any Congress or @POTUS.

But these are no normal circumstances...

Before we dig into our review of 2021, let’s set the stage—for why anyone outside Wisconsin should care about this state in the first place. Simply put: what happens in politics here shapes the course of the nation.
Wisconsin is the most evenly divided state in the country. 4 of the last 6 presidential elections have come down to less than 1%. In 2020, President Biden won WI by 20,682 votes—a 0.6% margin. In 2018, Gov Evers won by 1.1% As a result, every election here is a titanic battle.

65 million children will be worse off and child poverty will nearly double if Congress fails to pass some version of #BuildBackBetter with the improved Child Tax Credit.

Child poverty is a policy choice. (1)
Leaving 65 million children worse off, @Sen_JoeManchin, is the equivalent of filling BOTH the West Virginia University Coliseum and the Cam Henderson Center at Marshall University a COMBINED 2,826 times. (2)
@Sen_JoeManchin The idea of a fully REFUNDABLE Child Tax Credit originally came from the bipartisan National Commission on Children created under President Reagan in 1989 and completed under President Bush in 1991.

It took 30 years to pass it as part of the #AmericanRescuePlan! (3)

While national attention was on Virginia on Tuesday night, we had good news here in Wisconsin: The GOP machine (and @RebeccaforReal) went all-in on divisive school board recall campaigns… and fell flat on its face on election day.
We knew there would be challenges. We know Wisconsin elections are always close. 2022 will be no different. That’s exactly why, in Wisconsin, we’ve been obsessively prepping for a tough fight.

Today is a momentous day in the fight against the COVID pandemic, with the FDA’s first emergency use authorization of a coronavirus vaccine for children 5-11 years old.
Thanks to Democrats’ leadership with the #AmericanRescuePlan, and @POTUS forward-thinking actions last week, families in every community across the country will have free and convenient access to the vaccine for their children.
Getting our children vaccinated is the best way to ensure their health and safety, so they can go to school, spend time with their families and engage in our communities with the confidence of knowing they are protected from this vicious virus.

Alabama has been among the hardest hit states during the pandemic with coronavirus causing nearly 15,000 deaths.

Today, the governor of Alabama signed legislation into law that allows the state to use COVID relief funds to build new prisons.
This week, @HouseJudiciary Chairman @RepJerryNadler, sent a letter to @USTreasury Secretary Janet Yellen urging her to take all appropriate steps to prevent states from misusing American Rescue Plan funding to construct new prisons.

.@RepJerryNadler: "The #AmericanRescuePlan is a historic effort to provide urgent assistance in a time of great suffering. It should not be used to worsen our national problem of over-incarceration."

2. Partner with the @CDCgov, as well as federal and state public health experts, to ensure that SC is implementing best practices with regard to vaccines, variants, safety protocols, resources and other critical information.

Last week, roughly 39 million Americans started seeing expanded #ChildTaxCredit payments in their bank accounts, including parents of nearly 1.2m Wisconsin children—thanks to @POTUS & @TheDemocrats and NO thanks to Republicans. Find out what this tax cut means for your family. 1/
The expanded Child Tax Credit was part of President Biden’s American Rescue Plan, the historic legislation that passed thanks to Democrats in Congress, and no thanks to Republicans who *unanimously* opposed the relief plan. whitehouse.gov/child-tax-cred…
This tax cut will provide additional relief to working parents across the country, increasing the existing tax benefit from $2,000 up to $3,000 per child ($3,600 for children under age 6) and returning up to half of families’ spending on childcare for those under the age of 13.

Reading about how the #AmericanRescuePlan is being used in schools this coming school year to facilitate things like more counselors & staff. Great news.

But I’m also hearing from school staff all over the country who are worried about covid safety in schools. A 🧵
During the last school year, I “met” teachers, paras, aides, custodians, kitchen staff, & others from more than 20 states. Mostly through @saribethrose and @NewsHourExtra’s incredible school staff forums, and via @VinGuptaMD and @jfeldman_epi.
Many were in frightening situations working for districts and schools without safety measures or measures that were only enforced sometimes.

We all longed for the year to end and hoped for things to be much better next school year.
