The financial assistance isn't open to all citizens & is mainly targeted at those sectors most affected by hostilities.
Fedorov exclaimed, "it should be noted that one can apply even if he/she has already received vaccination assistance."
And those unvaccinated? Nothing.
While Fedorov has removed restrictions on what businesses citizens can spend their money at, unless it's updated next week as a service open for *all citizens*, this support scheme is undoubtedly linked to one's #COVID19 vaccination status or lack thereof.

The majority of attendees were young, fit & unvaccinated at the time of Phase 1 trials. Natural immunity would have accounted for such low 'cases', ie 28 / 7764.

π€ The advice from @CDCgov is very ambiguous. However, it still looks like unvaccinated can travel to the US providing they have a negative test @UKTwinds
Shunning unvaccinated travellers from any country, even with a neg. test, infringes intl law incl. temporary provisions within the International Health Regulations (2005) alongside its PHEIC for #SARSCoV2.
βΉοΈ A requirement is not *essential*. Restrictions on freedom of movement & banning entry of citizens are not the same.
Exemptions provide less restrictions on movement upon arrival at a destination.
