2/7 Uncertainty about the supply of #Russiangas is challenging the EU to manage without Russian energy sources. The debate, however, lacks consideration of inclusive #demandside measures that can reduce energy consumption while supporting the EU’s long-term #GreenDeal objectives.
3/7 We have set out the potential of demand-side policies to contribute to meeting a possible energy supply deficit in the scenario of an import ban on Russian energy sources. We show that rapid #energysaving measures are possible and they can have lasting effects.
4/7 We have derived a policy design framework that gives guidance on “how” and the “what” of demand-side measures to reduce final #energyconsumption.
5/7 We propose certain #energysaving measures for Member States in the short term that make a substantive contribution to reduction of energy consumption. Other measures such as speed limits, incentivising #remoteworking, & limiting #businesstravel can also have positive effects.
6/7 The European Commission’s #REPowerEU plan aims to ensure energy security in the Union. We recommend that within #REPowerEU, the Commission launches an Inclusive Energy Savings Initiative that coordinates and supports Member States' efforts to cut down demand for #Russiangas.
7/7 We propose that Member States have to hand in National Energy Saving Plans (NESPs) by October 2022. The aim of NESPs is to introduce demand-side measures with short-term effects on reducing demand for #energy and gas as fast as possible.
