🧵THREAD - Latest ceasefire violation breach in #NagornoKarabakh and reports of #Azerbaijan attempting incursions in several areas along the line-of-contact (LoC), what we know so far:
1- At 20:09 hours on 1 August, Karabakhi officials reported that Azeri units opened fire on their military positions along the north and northwestern segments of the LoC, stating they thwarted several incursions. Russian peacekeepers were notified.
2- About 11 minutes later, Azeri media started circulating news quoting their defence officials refuting the news, stating that its false information. (1, 2)
3- At 21:34 local time, Karabakhi defence officials refuted unofficial news of combat taking place, but affirming tension remains. Additionally, it stated that NK militry was cooperating with Russian peacekeepers to resolve the situation. (1)
4- At 22:08 local time, Karabakhi de facto government reported that at that time the situation along the LoC was stable, NK officials jointly working with Russian peacekeepers to provide a solution to the situation. (1)
5- Just past midnight local time, Karabkahi officials reported a serviceman, Albert Bakhshyan, wounded as a result of the ceasefire breaches. His situation was satisfactory (sic). (1, 2)
8- Another Armenian media outlet quoted reports from unspecified sources stating that around 400 Azeri troops were involved in the incident (minute 00:039). (numbers unverified by NK Observer experts)
9- CONCLUDING - almost no official info out of Azerbaijan or Armenia, only official info out of de facto Karabakhi authorities and other individuals reporting on developments. We're still awaiting update to further assess the situation.

BREAKING - #Russia MoD reports #Azerbaijan violated ceasefire agreement in Yarimji, Martakert area #NagornoKarabakh advancing positions, subsequently retreated as a result of negotiations as reported by NK. (2)
This is the 4th incident of #Russia's Defence Ministry reporting a ceasefire violation incident in #NagornoKarabakh since 09 August 2021, all 4 were by #Azerbaijan.
What's being violated according to Russian authorities is the 9 November 2020 ceasefire Agreement.
First report (09 Aug 2021) the head of #Russia's peacekeeping force reports #Azerbaijan using 2 small UAVs against Karabakhi positions. (1, 2)
1/11 - These past 2 weeks some unprecedented developments have taken place directly related to #NagornoKarabakh (NK):

2/11 - On 06 April Arm. and Az. leaders meet w/ their EU counterpart, goal to create a bilateral committee for border delimitation (straying away from a trilateral one with Russia as mediator). NK did not appear to occupy a significant place in the discussions. (1, 2)
3/11 - On 11 April Arm-Az MFA's held a direct telephone conversation, possibly the first one ever (if not the first one in decades), discussing border delimitation, preparation for peace negotiations and humanitarian matters. (3, 4)
THREAD -1/18 - #Russia and #Azerbaijan sign a 40-point declaration forming a strategic alliance for coop. in economic, military, cultural, political and security fields, among others (1). What could this mean for #NagornoKarabakh?
2/18 - The declaration, based on the 1997 Friendship agreement, 2008 Strategic Partnership and the 2018 economic cooperation agreement, but goes more in detail. It shares many parts of the previous texts, but elaborates further...
3/18 - of the 40 points, 14 are on politico-military cooperation, 16 on bilateral trade/economic coop., 4 on boosting cultural ties, 1 each on parliamentary and health cooperation, the remainder on general international norms (UN, OSCE, etc.) and their importance for both sides.

-We [Turkey's Parliament] have adopted decisions to send troops to different countries, but none were as important as this motion [decision].
-Just as we helped our brother Azerbaijan 100 years ago, we'll help them again today if needed.

Hopefully Turkish soldiers will be in #NagornoKarabkh and other parts of Azerbaijan for the peace mission to control the ceasefire regime, they will be tasked in the Russian-Turkish Monitoring centre and other areas in #Azerbaijan
