1/16. Its day three at #COP27 and here is your #LossAndDamage focused daily thread. Today we saw several pledges of funding to address #LossAndDamage from developed countries and the start of negotiations on #LossAndDamage finance.
3/16. First up was continued negotiations on the operationalisation of the #SantiagoNetwork for #LossAndDamage during which parties continued to discuss the structure of #SantiagoNetwork including the potential for an advisory board, secretariat, focal points and network members.
4/16. Then in negotiations on the report of the WIM ExCom there were discussions of ways to enhance and strengthen the ExCom of the Warsaw International Mechanism for #LossAndDamage.
5/16. Later in the negotiations under the agenda item for funding arrangements for #LossAndDamage, Parties came out strong to discuss the arrangements for a #LossAndDamage finance mechanism.
6/16. However, we did not hear from many in the time allowed because Parties came prepared and their interventions were detailed. Therefore, we look forward to hearing more from Parties on their plans for a #LossAndDamage response fund to fill the clear gaps in climate finance.
7/16. Throughout the day the High-Level Segment continued with statements from heads of state and government. The tone continued from yesterday’s speeches with a focus on the need for urgent and transformative action on all fronts including #LossAndDamage.
8/16. Such as @HonPhilipEDavis of #Bahamas who said: “Even as I speak, #Bahamas are mobilising to prepare for the impact of yet another powerful storm...Yes the world's wealthiest carbon polluters should pay for the very extensive #LossAndDamage caused by their emissions.”
9/16. And Cardinal Pietro Parolin, the Secretary of State of the #HolySee, who cautioned that we must not neglect Non-Economic #LossAndDamage such as the loss of culture whilst reminding us how much we can learn from Indigenous peoples.
10/16. And The Prime Minister of the #CookIslands, Mark Brown, who invoked the proverb “when land is lost humans have nothing to stand on” to remind us that for many nations even 1.5 degrees presents a future full of existential threat and loss of territory and identity.

13/16. After the @ScotGovFM's announcement, we heard from @Saleemulhuq on how he expects #COP27 to deliver what he dubbed the “Sharm-El Sheik finance facility for #LossAndDamage.”
14/16. This evening we heard that #NewZealand has pledged $20m in #LossAndDamage finance. However, the article announcing the pledge indicated that the $20m comes out of NZ's $1.3b climate finance package from last year, so we must wait to hear if it is new and additional funds.
15/16. While it is encouraging to see developed countries acknowledge the need for #LossAndDamage finance, pledges MUST be new and additional and not re-purposed from previous commitments. Moreover, we need to mobilise trillions, not tens of millions to address #LossAndDamage.
3/14. Then as the World Leaders Summit began we heard from @antonioguterres the @UN Secretary-General who called for all governments to tax the windfall profits of #FossilFuel companies and redirect that money to countries suffering #LossAndDamage:

1/16. #COP27 officially began today with the ceremonial opening taking place in the plenary this morning and we have already seen significant developments on #LossAndDamage. Here is our summary on day one of #COP27. 🧵
2/16. After opening the COP the @COP27P announced that "Matters relating to funding arrangements responding to #LossAndDamage associated with the adverse effects of #ClimateChange, including a focus on addressing #LossAndDamage." would be a sub-agenda item under finance.
3/16. Following the announcement, the @COP27P president expressed that he welcomed the decision, before praising the tireless efforts of civil society, to whom he said we owe a “debt of gratitude” for constant pressure to act on #LossAndDamage finance:

2/17. The brief begins by making it clear that #LossAndDamage from #ClimateChange in a reality today in many African countries, despite the fact that Africa has contributed less than 4% of total carbon emissions.
1⃣ Tropical storm Ana which struck Malawi at the end of January, causing #flooding that resulted in 46 deaths, 152,786 people being displaced and extensive property destruction.
