1/25.📜It’s day thirteen of #COP27. We’re in overtime now and behind closed doors, Parties have been working with the @COP27P to find common ground on funding arrangements for #LossAndDamage.🧵
3/25. Key messages included, @RachelCleetus on the G77 and China’s continued expectations for #COP27: "Climate-vulnerable countries came with a clear ask. They want a #LossAndDamage fund under the COP and the CMA. Then we can talk about getting it operationalised."
4/25. Manifestations of success from @mohadow: “At #COP27 on African soil, the #LossAndDamage fund is coming home. After 30 years, a #LossAndDamage fund is coming home and it’s coming home on African soil.”
5/25. And from @TasneemEssop on what is still at stake at #COP27: "The negotiations are still underway and there is so much to fight for. We came into this COP with a clear objective: to deliver #ClimateJustice to the vulnerable communities throughout the world."
6/25. This morning Parties came together after a long night of consultations. Around midday the @COP27P publicly released the new text.
7/25. Shortly after we heard that Parties had agreed to this text! There was cautious jubilation that the G77 and China had secured a #LossAndDamage fund over 30 years after #Vanuatu on behalf of @AOSISChair had made the original proposal.
8/25. We note that the header is still under the COP/CMA so it appears that this remains to be decided. The G77 and China have been clear that they will only accept dual governance under the COP and also serve the CMA.
9/25. The preambular text recalls the Convention (@UNFCCC) and the #ParisAgreement, but not explicitly the principles of the Convention (a compromise reached in the decision on the #SantiagoNetwork for #LossAndDamage).
10/25. In relation to the G77 and China’s position this new text:
1⃣Establishes funding arrangements including a #LossAndDamage fund but does not specify where it is located (e.g under the financial mechanism of the @UNFCCC).
11/25. 2⃣Establishes a transitional committee composed of 10 members of developed and 13 members of developing countries to make recommendations to COP28/CMA5 (or both which is the position of developing countries) on the operationalisation of the funding arrangements.
12/25. 3⃣And importantly the decision recalls the Convention but does not explicitly recall the principles of equity, Common but Differentiated Responsibilities and Respective Capabilities (CBDR–RC) or #HistoricalResponsibility.
13/25. The decision also includes two workshops and a synthesis report on existing funding arrangements relevant to addressing #LossAndDamage in 2023.
14/25. And a call for submissions of Parties and relevant organisations by 15 February 2023 with views on the second #GlasgowDialogue on #LossAndDamage to take place during the @UNFCCC intersessional in Bonn in June 2023.
15/25. In the decision, Parties agreed to invite UN agencies, intergovernmental organisations and financial institutions to submit inputs on how they might enhance access and/or the speed, scope and scale of availability of finance for addressing #LosssAndDamage.
16/25. The activities and considerations of the decision will be taken into account at the 2nd & 3nd #GlasgowDialogues to take place in June of 2023 and June of 2024. The Chair of the #SBI was also requested to provide a summary report of each #GlasgowDialogue within four weeks.
17/25. The decision also invites the @UN Secretary-General to convene a meeting of principals of international financial institutions and other relevant entities to identifying the most effective ways to provide funding to respond to needs related to addressing #LossAndDamage.
18/25. Finally, the decision invites international financial institutions to consider at the 2023 Spring Meetings of the World Bank and IMF the potential for such institutions to contribute to funding arrangements to respond to #LossAndDamage.
19/25. But nothing is agreed until everything is agreed. Although #LossAndDamage appears to be settled at #COP27, many were hesitant and continue to be hesitant to celebrate while other work streams are still being decided.
20/25. This text leaves the door open for the #LossAndDamage fund to be shaped in the coming year and operationalized at #COP28 and there is much work to be done to ensure that it is fit-for-purpose.
24/25. Negotiations continue tonight, with lots of work still to be done to keep 1.5 alive and to assure that in the final text all #FossilFuels are phased “out” rather than phased “down”, both are essential to assure that as much future #LossAndDamage is avoided as possible.

2/5. But make no mistake, everything is still up for grabs and we are still pushing for an “operating entity” (be it a fund or facility) to be established under the financial mechanism of the @UNFCCC at #COP27 to address #LossAndDamage.
3/5.Don’t forget, this is what AMBITIOUS means: The operating entity needs to be under the CMA and the COP, it needs to deliver new and additional funds, it needs to be based upon equity and CBDR-RC, it must cover ALL vulnerable developing countries, not just the most vulnerable.
1/28. A serious issue has been bubbling under the surface at #COP27 and it's reaching boiling point as we near the final plenary: the importance of the Convention(@UNFCCC) and its ongoing role in @UN#ClimateChange negotiations. Here is why this is important for #LossAndDamage.🧵
2/28. In the informal stocktaking plenary last night, we heard many interventions from developing country Parties highlighting their concerns regarding efforts by developed country Parties to remove references to the principles of the Convention across all thematic areas.
3/28. Under the Convention, Parties agree to protect the climate system “on the basis of equity and in accordance with their common but differentiated responsibilities and respective capabilities (CBDR-RC).” These are important agreed principles that must be preserved.

2/25. As summarised by @YebSano of @GreenpeaceSEA during @CANInt press conference these options equate to: “Option 1, we have a fund here. Option 2, we have a fund next year, Option 3, we don't have a fund, let's talk some more.”
3/25. However, it is very important to note — as we did earlier in an extensive thread— that “option number 1” is not in line with the G77 and China’s current proposal for an operating entity (be it a fund or facility) under the financial mechanism of the @UNFCCC.
