The report was filed in federal court last Thursday. Later Judge Solomon Oliver Jr. held a 2-hour hearing with the monitoring team & “the parties.” @TheJusticeDept & @CityofCleveland are the parties. The judge has overseen the case since 2015. I attended the hearing.
Let’s start with some basics. Here’s the modified consent decree with tracked changes. It was approved by the court in March 2022. Changes reflect the new charter language (article 115) that was added after Issue 24 passed. Below is the table of contents👇static1.squarespace.com/static/5651f9b…

The monitoring team’s semi-annual report has color-coded charts which cover paragraphs 1️⃣4️⃣ through 3️⃣4️⃣0️⃣ of the consent decree.

These terms are NOT in the decree. The monitor uses them to “synthesize & summarize” their conclusions. The following descriptions are copied from pages 4-5. I added color.

OUTCOME ASSESSMENTS — Finally, the consent decree details a number of required outcome assessments that are largely quantitative measures across various domains. The #Cleveland #Police Monitoring Team is working with @CityofCleveland to identify & prioritize assessments for 2023.
According to the report, “qualitative assessments test adherence in practice to the policies in place. The assessments are in various stages of completion, & several are ongoing in a rolling fashion.”

Front Steps Housing & Services was founded in 1986 as Transitional Housing Inc. (THI). It was one of the first transitional #housing programs in the country designed to serve #homeless & disabled women.

Four sisters from the Congregation of St. Joseph purchased an old Econo Lodge motel on West 25th Street & renovated it. The building was transformed into a 60-unit residence. Transitional Housing Inc. (THI) opened its doors to residents in January 1986.

The ADAMHS Board of Cuyahoga County is holding a special meeting today at 3:30 p.m. to address the pending closure of the St. Vincent Charity Medical Center Psychiatric Emergency Department. They will vote on a resolution to provide $4,447,412 in funding for calendar year 2023. Image
The meeting will be held in the Ohio Room at the ADAMHS Board Offices, located on the 6th floor of 2012 West 25th St., Cleveland, OH 44113. Free parking is available in the lot behind the building off of West 25th Street.

Reports show ‘epic failure’ at Cuyahoga County children services office, but officials say hands are tied

According to this August story by Kaitlin Durbin, several staff said the agency is an “epic failure” on all fronts.

Chris Ronayne said the county government is “not navigable” for residents. “People don't know what it is, where it is & who's doing what over there.” The system has been “gummed up.” He asked “Are we in a tower downtown? Are we in our communities?” Image
He reiterated the importance of supporting local council members, Community Development Corporations (CDCs), nonprofits & mayors with neighborhood family service centers. Chris Ronayne said they're serving in communities on “main street. They're early watchers.”

On Monday, the group held a live-streamed vigil outside the VA’s National Capital Regional Office in Washington, D.C. A man who identified himself as “Justin Johnson” urged 1776 Restoration Movement supporters to they could help the cause by calling the #veterans crisis line.
“Justin Johnson” said: “So, you dial 988 – they made it easier than ever to call. So, you dial 988 & then you press 1.” He put his phone up to the camera to show people the number to call & said: “So, let them know that there is inhumane treatment going on at the D.C. jail.”
