This week, CIEL's Senior Campaigner @lienvandamme is in Luxor 🇪🇬 to attend the first meeting of the Transitional Committee (#TC1) of the #LossAndDamageFund.

Here's a 🧵 on what #TC1 is about and why it matters👇

At the climate talks #COP27, States agreed to:
1⃣ Create new funding arrangements to address the impacts of #ClimateChange in vulnerable countries, incl. a #LossAndDamageFund
2⃣ Establish a Transitional Committee that will meet throughout 2023 to decide the details of this fund.

No actual money has yet been pledged 💸 & yet – the decision at #COP28 to create a #LossAndDamageFund is a crucial 1st step towards a #ClimateJustice future in which communities are fairly compensated for the losses they are suffering due to a crisis they had no role in creating.

A quick reminder:

➕#LossAndDamage affects a wide range of human rights including the rights to life, food, health, adequate housing, cultural heritage & education

The Transitional Committee, with its 24 members, is tasked to provide recommendations on how the #LossAndDamageFund will work.
The outcome of the 3 TC meetings will have to be approved by all countries at this December’s climate talks #COP28 in Dubai.

1⃣ Prioritize the creation of a framework for the new #LossAndDamageFund while rooting it in #HumanRights
2⃣ Avoid any delays in the creation of the Fund.

The future #LossAndDamageFund must:
💥Be people-centered & #HumanRights-based
💥Address all aspects of loss & damage (economic & non-economic),
💥Provide effective #Remedy for impacted communities based on the principles of non-discrimination, substantive equality & inclusion.

One important thing before we end this long thread:
😱 #TC1 is open only to a severely limited number of observers 😱

Meaningful public participation is key to ensuring that States are held accountable for their #HumanRights obligation to protect people & the planet.

For the #LossAndDamageFund to be successful, civil society & frontline communities must be able to meaningfully participate in the negotiations...keeping them outside the main room is a strong limitation to their rights to participate!

We call on @UNFCCC & States to act on it!
