1/25. Today is the ninth day of the #BonnClimateConference (#SB58) and it saw the continuation of discussions on the #SantiagoNetwork for #LossAndDamage, a number of excellent side events, and importantly the adoption of the agenda. Here are some of our highlights!🧵
2/25. This morning kicked off with three #LossAndDamage side events happening at the same time! Sadly we could not get to them all, but the good news is that there are webcasts with which to revisit them.
6/25. During the event we heard important messages on what the Transitional Committee of the #LossAndDamage Fund agreed at #COP27 must do and how the #LossAndDamage Fund and Funding Arrangements must be operationalised to ensure a successful outcome at #COP28.
7/25. Moderated by @1TeresaAnderson of @ActionAid the event started with a positive message: “#COP27 was a momentous moment, a moving moment, for many of us it felt like the @UNFCCC was finally starting to help people affected by the #ClimateCrisis”.
9/25. “For a successful #COP28 outcome, we must ensure that the #LossAndDamage Fund delivers new, additional, predictable, and adequate finance, covers the whole spectrum of #LossAndDamage, rapid and slow onset events, and recovery and reconstruction.” @Mariana_Paoli
10/25. “It is the responsibility of developed countries to raise the revenue [required to address #LossAndDamage]. The ways that they could do this include through wealth taxation, taxing #FossilFuel profits, a solidarity levy, and more. @Mariana_Paoli
11/25. @Mart1nKrenn of @koo_at: “The @theGCF spends less than a 1/4 of its money on priorities for local communities. There are notoriously long times for accreditation…In our view the GCF is not the model for the #LossAndDamage Fund.”
13/25. “We proposed 3 windows for the #LossAndDamage Fund, a response window addressing extreme events with triggers, a 2nd window for recovery and rehabilitation for after disasters, and a last window for slow onset events.” @Amb_AdaoBarbosa
15/25. Where the Fund should be set up: “For the @LDCChairUNFCCC, the #LossAndDamage Fund should be a stand alone Fund under the Financial Mechanism of the @UNFCCC, accountable to the CMA and COP.”
16/25. And the importance of direct rapid dispersal and direct access: “Direct access and quickness is critical. We don't need bureaucratic issues. Quick dispersal of funds from the #LossAndDamage Fund is critical for the Least Developed Countries.”
17/25. We then heard from @harjeet11 of @CANIntl who stressed that “when we talk about the #LossAndDamage Fund, we talk about scale, speed and access, it is important to remember these words.”
18/25. And that “it is important to recognise that we are talking about lost development, not development. #LossAndDamage is to recover from disasters, loans can't be the answer, it is fundamentally immoral to ask affected communities to pay for their own recovery.” @harjeet11
21/25. This evening another informal consultation is scheduled but we understand that the G77 and China do not yet have a common position on who will host the #SantiagoNetwork, therefore the meeting may not take place.
24/25. Tomorrow is the last day of the #BonnClimateConference and at some point we will see a closing plenary take place. There is no time set for the Plenary yet on the @UNFCCC CCTV system so stay tuned for updates.
2/6. “When talking about #ClimateFinance, the issue of corruption keeps coming up and yes there is a challenge there. "
3/6. “But why are we just talking about developing countries, in developed countries we also have corruption, legalising lobbying is corruption, double counting #ClimateFinance is corruption.”
2/4. “All developing countries should be eligible [to access the #LossAndDamage Fund] and it is important to keep that language for unity. We know that it is LDC’s, SIDs & Africa that are going to be prioritised. Rich countries should trust developing countries to sort that out.”
3/4. “When we look at Pakistan, when we look at Colombia, Philippines, they don't fall in those categories, so how are you going to support them? If developing countries can decide, there can be a response when needed."
1/38. Today is the eighth day of the #BonnClimateConference (#SB58) and it saw the closing plenary of the Technical Dialogue of the #GST, discussions on the #SantiagoNetwork, the continuation of the #NCQG’s 6th Technical Expert Dialogue and the first stocktaking plenary. 🧵
2/38. Today also saw a focus on #HumanRights with a number of side events and an action drawing attention to the key message that “there can be no #ClimateJustice without #HumanRights”.
1/4. “It is very surprising that at this time we are still arguing for #HumanRights [within multilateral processes]. We are facing harassment, surveillance and sexual harassment...Countries normally vocal are remaining quiet.” @CamilaZepedaL, Head of Delegation, Mexico 🇲🇽.
2/3. "As a country we speak up and defend #Pariticpation, defend #HumanRights, we are left alone in many negotiating rooms, including those discussing #LossAndDamage."
3/4. "We have made complaints as a government...Host agreements (for @UNFCCC COP's) going forwards need to protect accountability, the right to assembly and #FreeSpeech. We have proposed language to make sure those agreements public and transparent to ensure #HumanRights."

3/30. Steffen Bauer of @IDOS_research: “#LossAndDamage has become a reality even only at 1.1°C degree of heating. It puts lives and livelihoods at risk today…Every increment of warming that we can avoid makes a difference.”
