That sounds to me like the way you'd have to go about obtaining funding for a big government project.

4. The "existing fence" is built on land the government has already acquired.
That can't be said for the entire border. It's an enormous undertaking that is going to take TIME.
So have a little faith in @POTUS, because they had to horsetrade with Crying Chuck to get 60 votes.
