You'll remember that "theory" is of extreme importance to leaders of the Chinese Communist Party. Big changes in governing structure or priorities must be preceded by explicit changes in the intellectual superstructure supporting the Party. Theory begets policy.
As Lee tells it, by 2013 it was really clear to many in the party that decentralized leadership was failing to get done what the Party needed to get done. Bo Xilai's antics led to this sense of crisis--the center was losing control. Centralization was needed.

There’s major heterogeneity in program design and underlying country contexts, hence heterogeneity in evaluation findings, all of which the report fails to acknowledge/capture 2/5
Many evaluations did measure economic impacts of small-scale infrastructure and found them to be overall positive. 3⃣I start with the Wikileaks releases of John Podesta's emails in 2016.
I turned up in them. I know. It's nuts.
In them a staffer at the Center for American Progress emailed Podesta and billionaire Tom Steyer to brag about getting me removed as a writer for Nate Silver's 538.
