Rosenstein says the defendants hacked computers, stole docs, released them with intent to interfere with presidential election.
Some of them infiltrated computers of election officials, including sec of state officials, election boards, companies that supply elections software.
Some of defendants accessed computers of campaign staff, including campaign chairman, Rosenstein says.
Some used "spearfishing" to trick users into disclosing their passwords. Some spied on users by capturing keystrokes, taking screen shots, or planted malicious computer code.
There's NO ALLEGATION that these hacking allegations changed the vote count or the result of the 2016 presidential election, Rod Rosenstein says.

He briefed Trump earlier this week, he says.
ROSENSTEIN CLARIFIES that the goal of the conspirators WAS to have an impact on the election.

But there's nothing in the indictment on how their hacking affected the election.

"That's not our charge," he says.
Rosenstein said he deliberately didn't mention who got hacked because it's a serious matter that rises above party.

(The victims were staff of Democrat Hillary Clinton's campaign, including chairman John Podesta, and the Democratic National Committee.)
“Today’s charges include no allegations of knowing involvement by anyone on the campaign and no allegations that the alleged hacking affected the election result.

“This is consistent with what we have been saying all along.”
