She is not top down: 
She is right about how we need to run on improving voters' lives. If racism is taken off the table (and while it is being used by the Republicans, it has been exposed for the distraction it is at the moment, it will be back), the policies are where we win.
Remember, the Republicans have more than one Nazi running on their ticket either in a primary or as a literal candidate. They are the party of babies in cages. They have to own that.
Nancy knows how to use a weak hand:
She also knows how to use symbolism in a sneaky way.
One of the times the Republicans managed to do some damage is with DACA. Because they used their incompetence correctly.
And finally, she knows something that Ryan doesn't: there is no Hastert law. It is merely a Rule and she doesn't care about getting only Dems if it helps Americans.
