That is, by the way, what I suspected two years ago when this story broke. Historically, takes a lot of long term high dose exposure to get significant lead impact on children (like living in a house with lead paint).
That said, this doesn't dismiss the gross incompetence of city, state, and federal officials on this.

Their incompetence is still noteworthy, even given the facts here.
