One of the main challenge of building software community for open source software in non technical domain is that most volunteer developers require support first with how to use the tools that make the software in question.
Then the functional domain itself requires the support. But by the time one reaches this stage most of the volunteers feel it is too hard or even loose interest.
Most such software teams have limited funds, they rather use on making their users/implementers happy rather than volunteer developers.
But the marketing of open source is such that it puts a lot of pressure on teams to prove that they are truly open source. They are expected to have metrics of number of contributions from volunteers etc.
Similar to elsewhere is software ecosystem, there is a belief that if you make it open source volunteers will come.
I would in fact encourage the small community of people who open source for non technical domain to come up with economic metrics for cost and advantage of the developer community and present it.
Making most open source software is primarily an economic activity.
