Thanks to @SimonClarkeMP I got to listen to this fascinating session of @CommonsTreasury

But did HRMC affirm there's no need for infrastructure? I think they were saying something quite different. They would be under ORDERS to avoid infrastructure/checks, quite a challenge

2 yrs first mentioned for setting up a dual tariff system "under the facilitated customs arrangement".

That's "24 months from certainty", ie from the when HMRC is told what arrangement to plan for. If "certainty" in Aug '19, then takes until Aug '21

Plus, more time to set up a system for companies that don't know which tariff applies. They'd have to pay the higher one, and claim a rebate later.

HRMC also said no system exists in the world to do that so more time needed.

"Setting up the system" is not just about HMRC's own system. Includes companies, ferries, ports adapting their own systems to link in to HMRC

Brexit may add the challenge of losing access to EU systems & databases, unless new agreements.
