NEW: Extraordinary Kent County Council No Deal Brexit document detailing “Operation Fennel” next month to hold 10,000 HGVs “on a routine basis”

Conservative Kent Council say of Government: “Since August 2018, the planning scenario proposed by Government has increased from three to six months of disruption, although the rationale for this has not been provided by Government”
All the thousands of HGVs for Eurotunnel needing to undergo No Deal checks will be stored on the Doverbound 13 mile stretch of the M20 (2000 lorries) and the M26 (2000).

The thousands for Dover will he routed to Manston Airport in North Kent (5000)
“concerns remain that the implementation model with Highways remains unclear and untested”... for Phase 4 - storing lorries on the M26

Phase 5 “Hold freight outside of Kent”... Essex? Sussex? Surrey?

KCC have told central Government for No Deal Brexit to

- turn off the air traffic control radar at Manston Airport so they can store 1000 lorries
- info on dredging Ramsgate harbour so that alternatives to Dover-Calais can be developed
- develop COBR comms plans
KCC planning for potential implications of No Deal Brexit

- disruption to schools, school meals supply
- disruption to vulnerable individuals shortages for key services such as social care
- increase in number of migrants arriving in Kent incl unaccompanied asylum seeking kids
So Kent County Council will get workers to work from home or local libraries for 3-6 months to mitigate No Deal transport chaos
“Direct impact on KCC’s delivery of statutory services”

- concern about schools and managing student attendance during period of disruption
- continued operation of Special Educational Needs transport
- bulky waste treatment suspended (done in EU)
And confirmation here that Civil Contingencies Act - looks set to be invoked for Brexit - that KCC is asking for police powers to direct the lorries at least... raises question that No Deal might be declared an “emergency” or perhaps so if EU applies EU third country checks to UK

Perhaps the Civil Contingencies Secretariat can go through replies on this thread from strangely anonymous handles vehemently upset at KCCs No Deal plans as “Project Fear” if they need to recruit a volunteer army of traffic stewards to help manage the various motorway lorry parks
